spam complaints
When someone can't shop because they filed a spam complaint report and they want to shop can we or they just change their email address and than reactivate the account.

One of my customers accidentally filed a spam complaint. I changed the email address to a bogus one and enabled the account so she could at least place an order. I told her that she had to get a new email address, instead she just created a new account using the email address that she originally placed a spam complaint on.
If she accidentally places another spam complaint won't this cause problems for the market? If this is happening with our market there is a good chance it is happening elsewhere.

A customer can place an order if you just re-activate their account. They won't get emails, but they can order.
The spam complaint is tied to the email address, not the account. So in your case, since she created a new account using the same email address, she still won't receive emails. The only way a customer will receive emails again at an address they filed a spam complaint from is if I manually override the mail server, and I need to know the email address to do that. I may do this once per address, at my discretion.
